To reiterate, in the CITES Strategic Vision: 2008-2020, Resolution Conf. 16.3, the Parties set an objective that the best available scientific information should be the basis for non-detriment findings.

With regard to indicators, the Standing Committee at its 62nd meeting recommended as follows:
Recommendations relating to Strategic Vision Indicators
- The Biennial Report format should be rewritten by the Working Group on special reporting requirements to focus more closely on the CITES Strategic Vision and data collection for the Strategic Vision Indicators; and
- The Standing Committee should recommend to the Conference of the Parties how the Strategic Vision Indicators could be implemented; the Conference of the Parties should allocate appropriate resources for an annual or biennial update and publication process.
