Checklist to Assist in Making Non-Detriment Findings for Appendix II Exports

Having a framework approach would help deal with uncertainty and subjectivity inherent in making risk assessments and non-detriment findings.

Scientific Authorities have a framework, i.e., a systematic approach, with which non-detriment findings can be made.

This framework and systematic approach has been developed for CITES in the form of a

checklist designed to help
build the capacity
of Scientific Authorities in advising
if
exports of Appendix II-listed taxa are not-detrimental to the species' survival.

The checklist originally circulated to the Parties as Document Inf. 11.3 at CoP11 (Gigiri, 2000), and was also published by IUCN in 2002: Guidance For CITES Scientific Authorities: Checklist to assist in making non-detriment findings for Appendix II exports (available in the Reference section of this course)

The checklist comprises two tables that should be followed for each species in Appendix II that is the subject of export as a result of removal of specimens from the wild. The tables and text for plants and animals have been developed together to ensure that the format and contents are as standardised as possible for both major kingdoms.

However, for some parts it was necessary to develop different text parts, but the tables have a similar underlying logic, so the similarity should reduce possible confusion for those Parties where a single individual may have to deal with both plant and animal issues.

Remember: The

checklist
can only be used
to assist in making non-detriment findings for Appendix II exports only
!
It should not be used for trade in Appendix I species.
